    I would blame AT&T. It's easy to confirm it's carrier doing something weird by setting up an OpenVPN server of the router. You don't need port forwarding for that.     Do you have "Enable Web Access from WAN" active? It's under Administration->System. Try mapping a less known port and forward it to an active internal service. I don't know, maybe Asus internally is not allowing 80 and/or 443...

    I could easily upgrade my AX88U from 3.0.0.4.386.41700 to 9.0.0.4.386_41994. You most likely have a problem with either your browser, either your router needs a reload before attempting the upgrade. Ultimately a factory reset may be needed, although that's the last resort.
