    That is exactly how it works. The first device should have a web browser to do the authentication and the rest of the devices get a network connection compliments of the travel router's MAC address.

    WiFi as WAN is what is commonly referred to as WISP mode and is becoming more widely though not universally available in travel routers. I have a Tenda 3G150M travel router that supports some but not all 3G USB modems (and has WISP mode).
