    I would put the VOIP on its own DSL line and have the users on the other line. 1 megabit up isn't a whole lot to work with when there's 20 people.

    Unless all your current devices are AC devices the answer would be no. If you need better coverage then maybe upgrade to the AC but have the N66 as a repeater to provide needed coverage.

    In theory if the link becomes over-saturated, the connections in the lowest priority tier could be starved. But you would have to stream a lot of HD for that to happen. Whats with the other person? Tell them to knock off their illegal activities or you will cut them off.

    You can blacklist the devices that you don't want in Firewall -> Network Services Filter. I've never had to do that so I can't even begin to walk you through it.

    You cold piece together a pfSense box but that would be quite a bit more expensive than a router. But the pfSense box would do much much more, which is a good thing. I've been looking at new hardware for such a box and its in the $600 range.

    What connection speed will you have? If you have something fast, you can probably do without QoS. I'm on Comcast Blast (150/10) and am doing fine without QoS. Also you should shop around for a VoIP provider. There are probably cheaper options out there.

    That would depend on the capability of the modem's firewall. Does it also do IPv6? Can you add rules to it? Does it blend?

    I've noticed Windows 10 doing something funky with my laptop's wireless. On boot-up wireless connections are not available unless you reboot the machine immediately after booting up. Might be corrupting wireless configs or something.
