Poor wired LAN performance with RT-AC68R

Good day all, I am experiencing poor LAN performance with my RT-AC68R router. It's been slowly degrading over time. Straight from my cable modem I get 28MB. Through my RT I get 7MB. New cables, everything rebooted, same horrible throughput. When I first upgraded my download bandwidth a year ago...
