High Latency over all Wi-Fi bands on RT-BE96U

The Waveform Bufferbloat site is VERY inconsistent and has been giving me Fs after previously consistent Bs. In any case, if we ever get Merlin for BQ16 the QoS SQM support in Merlin should help if an issue actually exists.
