If I flash this build, can I still switch to other firmwares such as tomato or dd-wrt?

It's clear from the change log that one can't downgrade below a certain version, but what about switching firmware to something else entirely?

Code:
380.60 Beta 2 (5-July-2016)
IMPORTANT: The firmware image file format was changed by Asus.
Starting with 380.60, you will no longer be able to
flash versions older than 380.60, or Asus versions
               older than 3.0.0.4.380_3000.

You can currently downgrade by using Firmware Recovery
mode, but there's not guarantee that this will keep
               working in the future.

Pretty sure you'd need to use the firmware recovery mode for that.
