A few questions on a new Skynet installation

Hi,
completed a long overdue upgrade of Merlin to 3004.388.8_4 yesterday. My environment is on RT-AX88U with 256SSD. So far, no issues overnight. I do have the following Skynet v7.6.4 questions:
1. I have implemented a full ban of all countries through a compiled list of country codes, except US and when I check I am given "Multiple Countries" for the ban. However, I can't see any place where I can get a list of what countries are actually blocked. I am a little concerned with this since I submitted my list comma delimited and the other examples I see are space delimited. Though it did take it with no complaints. So, is there any means available to verify this?
2. When I ban a country, I understand it is a ban of all the incoming traffic. What if I also want to ban the traffic to a specific country. When I research I came across the skynet command "skynet ban outbound XX" but for some reason it is not a valid command within merlin firewall context.
3. I would like to selectively band at least some of the U.S. based residential broadband ranges. I am able to locate them and it is a large volume. Is there a pre-compiled list of them, for example if I want to block cablevision/optimum entirely. Also, is it safe to block at in this manner at all considering I might hit some of the critical ones, hence the inquiry about the precompiled list.
