Asus AC68U does not seem to port forward USB WAN port

I have 4G modem as my connection to net and I want serve web from my Sonology DS212j. If I set port forward, I can access it from local network, but not from outside network. It seems, that usb wan port do not get forwarded or then firewall will come in between. I do not see any rules related to forward on iptables or route listings.

Second question is that can I use dual wan without requiring anything special from ISP. I have also slower ADLS wan (same operator) connection still few months that I could use for load balancing, but did no succeeded to have both lines up at the same time.
 
Du you have a public IP address that is supposed to be accessible from the internet? I know that here in Sweden many of the mobile operators "hide" their customers behind some kind of NAT.
 
Some providers also block a lot of inbound ports on their mobile services, in addition to some of them using NAT.
