I am looking to set up a timed rule to block outlook express accessing servers. I have tried adding the server url as described in the outlook express server settings but that didnt work.

I then tried adding port 110 and blocking that for the IP address of interest but that didnt work either.

Does anybody have any suggestions ?

using a ac-66u with latest merlin fw

What about blocking that email person's access to Outlook Web Access (OWA) even if the POP3/IMAP server is blocked?
