Can anyone shine light on how the QOS rules work on Asuswrt firmware?

Which rule is in effect for a list of rules that have overlapping items?

For example: If I want everything to default to Medium and only have specified IP and services set to lowest. How to achieve that?

I personally think all default to medium is a better way of managing QOS than all to lowest. Instead of listing all computer and TV and VOIP ports on the QOS page, I will only need to list services that might generate a lot of traffic and isn't important (eg. NAS, Transmission on the router). It seems more logical to me.

Q2: Is there an easy test for QoS? I understand QoS only works on uploads so downloading a file isn't a true test.
