Building the userspace binaries in kernel/tools to run on the router?

i managed to get asuswrt-merlin to build successfully on rt-ax3000 (rt-ax58u) but im pretty sure the usbip modules i built are incompatible with the version of the usbip userspace binaries available on entware. how do i use the am-toolchains to build linux tools for my router?

i tried running make ARCH=arm64 CC=/opt/toolchains/crosstools-aarch64-gcc-5.5-linux-4.1-glibc-2.26-binutils-2.28.1/bin/aarch64-linux-gcc usb

from the tools folder but it gives me a bunch of errors about htole32(x)
