Can't access RT-N66u in repeater if AP down

Hi guys, first time poster, long time reader ;)

I have a quick question.
I have a N66u running merlin 3.0.0.4.374.34 in Repeater Mode.
Everything works perfect and has been for over 2-3 months.

I noticed something weird is that when my main AP that I'm repeating is down ( signal/freezes or ISP down) I can't connect to my N66u no matter what.

I'm connected via ethernet, static IP's.
I'm able to ping the repeater, but can't access the GUI.

The only time I'm able to access my GUI is if my main AP is turned on or I reset my AP ( it's a crappy AP) This is an issue because I don't always have access to this AP, it's a shared connection that I agreed to with my tenants.And i provide the Internet for them in the lease.But the access point in located in their part of the building.

I have another AP that I connect to for my personal use. But when I loose my connection on the main one, I can't access my N66U so I can't reconfigure my repeater for MY AP.

TL;DR, can't access repeater if AP is down in repeater mode.
