can't reach into network via public IP

I've made so much progress changing out my router but not cigar...

I'm replacing an ancient router that I had someone help me set up years ago.... new router is a netgear fvs318g

I've had the new router up and running, I've got everything working on the inside of my network but I can't reach services from the public network. I've had to roll back to the old router for the moment.

I've got the router set to NAT on 192.168.1.0 to .100

I've got two static routes
192.168.2.0/24 pointing to my LAN (I've got a couple of servers on this sub net)

64.81.241.128/26 pointing to my LAN (routing my public ips)

With the Security Tab I've created an Inbound service -> Lan IP 192.168.2.53 - public IP 64.81.241.226 for ANY Service.

I can ping the public and private address from inside the network but I can't reach it from the exterior.
