Certain YouTube videos will not play on Android or Apple devices when connected to my home network

I have an odd problem that I am hoping someone can help with. I have Optimum Ultra internet service with an Arris TM1602A modem. I have an Asus RT-AC88u router with Merlin 380.62_1 firmware. I also have 3 Asus APs (2 RT-AC68Us and an RT-AC87U) .

When I try to watch certain YouTube videos on any Apple device or Androide device connected to my home network, the videos will not load or play. The screen will show the video is loading for a few minutes, and then I will get an error message. This only happens with a few videos when on my home network. It happens whether connected by WiFi or by a wired connection. On Android devices, sometimes one of the videos will play on some devices. On others, none of them will play. On Android devices, I also have problems downloading certain apps from the PlayStore when connected to my network.

The videos play without issue on multiple Windows 10 devices when connected to my network. The videos play on iOS and Android devices connected to my network if I use a VPN. The videos play on Android and iOS devices connected to my cellular 4G network.

I have tried using Google's DNS servers (8.8.8.8 and 8.8.4.4), which had no impact. I called Cablevision, who concluded there is no issue on their end.

Can anyone think of what could be causing this problem? Any help will be much appreciated.
