Custom domains with dnsmasq and disconnected WAN cable does not work

I have ASUS RT-N66U with Asuswrt-Merlin 380.70. There is a server in the LAN which hosts git. It has domain name with static IP and visible from internet through Port Forwarding. Also I've set up /jffs/configs/dnsmasq.conf.add according to the article https://github.com/RMerl/asuswrt-merlin/wiki/Custom-domains-with-dnsmasq to resolve the domain directly to local IP for machines inside local network. Everything works fine, local machines have high speed and use local IP. But yesterday our ISP was in trouble all day and internet was disconnected. And router stopped to resolve domain to local server. Today internet turned on and everything became fine again. Why does it depend on internet connection? Is it possible to setup router to resolve domain name to local server without internet connection?
