Cyberpower 1000AVRLCD & DS413j problem

I did a test yesterday, to test my UPS and DS413j. I plugged out the power cord from the UPS to simulate power outage. However, it seems that the Synology enters Safe Mode after the specified time in Control Panel -> Power -> UPS -> Check UPS support, but only the status LED turns off, the unit (DS413j) still continues to draw power (blue LED is on, LAN LED is blinking, HDD LED is on, and blinks once every 30 seconds or so). I cannot access the web interface or via LAN when in this state.
I need to know if this is normal? Shouldn't the DS413j actually shutdown? It just stays that way suspended, until either I plug the UPS back in (THEN the DS413j shuts down, and immediately re-starts), or I shut off the UPS (to simulate out of battery). Then when I plug the UPS back in and turn it on, the DS413j, again, starts up (if I have ticked Power Recovery).
Also, if I tick "Shutdown UPS when the system enters safe mode", so that the DS413j would shutoff the UPS, when I turn the UPS back on, I receive in the logs that "System booted up from an improper shutdown".
If you could please tell me if you are experiencing the same on your Synology boxes, it would be greatly appreciated.
