Hello. Before I flash my router to DD-WRT I'd appreciate if someone could let me know if the VPN (OpenVPN) can be enabled/disabled without a reboot?

Curious, what is the reason to flash to DD-WRT? Do you have an ASUS router? Read the dd-wrt forums and read about issues others are having before making the plunge.

Yes, both OpenVPN client and server have an enable/disable radio button:

You can enable and disable VPN on DD-WRT
I w0udn't flash my router with that firmware. its to old and doesnt really support new routers.,
If you have an old router and put the firmware on it your VPN is going to be really slow because older routers cpu's where really slow
