Recently I noticed that if I enter two manual DNS entries and enable 'Advertise router's IP in addition to user-specified DNS' the listing order puts the router IP as tertiary. If this is the expected order can it be reversed so that the first DNS entry is the router IP followed by the manually entered IPs? Of course I can enter in the router IP as the fist manual IP followed by the desired IP of the first external DNS but I have no way to enter a 3rd DNS, or 2nd external, entry. Thanks for any info or correction to the above.

Yes, advertise your router’s IP.
Then;
Enter your manual DNS’s under ‘WAN > WAN DNS setting’.

Any device will then look first to your router for DNS, & further afield if required.
