DNS leak with windscribe?

I have a pihole and use DNSfilter to force all dns traffic through the pihole when not using a VPN. I have an AC86U with merlin 386.7_2.

When I use the windscribe app on Windows 10 and test for DNS leaks, using dnsleaktest.com and ipleak.net, all dns is routed through the windscribe server.

When I use the openvpn client on merlin 386.7_2 instead, using VPN director and the 'exclusive' DNS configuration, it seems traffic is still using pihole for DNS as well as the windscribe servers when I test for DNSleaks. Is this normal behaviour?

I also checked the pihole logs and the pihole is definitely being queried for DNS, despite the 'exclusive' setting being used.
