can someone confirm that if I have my dns in the dhcp page, set up as below, clients using dhcp

DNS and WINS Server Setting
DNS Server 1 192.168.n.1
DNS Server 2 192.168.n.2
Advertise router's IP in addition to user-specified DNS No
Forward local domain queries to upstream DNS No
Enable DNSSEC support No
WINS Server

that the querying will be Server 1, if not found, then Server 2, if not found then
query is passed to the wan for resolution?

No. But the precise action is mostly dependent on the client behaviour rather than the router.

For M$ Windows:

The client will query 192.168.n.1. If the server responds with anything (even a "hostname not found") the client will accept the reply and stop.

The only time the client will query 192.168.n.2 is if the first server does not respond at all (i.e. it is offline).

If the second server is offline as well the client will give up, because it only knows about server 1 and 2.

There are also some (broken) resolvers that might query them all, and pick whichever answers first, and then potentially stick to that one... As pointed out, this is ultimately in the control of the client, not the server, unfortunately.
