Dropbox WAITING status

I suppose all of you saw this, when the status of Dropbox sync is WAITING. Waiting for what? Why?

It happens often for no particular reason. Was anybody able to handle this and to re-initiate the synchronization?
In such I cases I do following: enter pass for AsusCloud storage and press Apply which causes re-sync of both accounts.

Nobody knows how to reset Smartsync status from cmd/ssh? It is very annoying to do this manually.

By default, Dropbox automatically limits your file upload and download speeds, which meant large files were taking forever to sync. To tweak this, go to Windows, Click Dropbox in the system tray, then Preferences > Bandwidth; on Mac, click Dropbox in the menu bar, then Preferences > Network > Bandwidth > Change Settings. You change your Upload rate to "Don't limit", or you can pick an upload limit that you're comfortable with.

What Windows Dropbox client have with this problem? I don't have Windows Dropbox at all.
