Hi,

I'm looking for a reliable Dual WAN Router with load balancing, just a couple of stipulations; no wireless allowed and bandwidth throttling/limiting by IP and/or MAC address. Anything else, VPN etc, is optional.

If you are looking for a solution for business application, you should take a look at the Peplink Balance series.
 
Netgear has the new SRX5308 Quad-WAN wired VPN router but it's only been shipping a week. And we're waiting for a review from SmallNetBuilder to figure out if it's worth the $500.
 
Yes, Vigor 2920 may help to meet your requirement for Dual WAN, QoS (they may help to bind the IP with Mac address, the user management), firewall (especially the object-base rule setting for IP range/application content grouping). Gb WAN/LAN would ease the Internet lag suffering
