Firewall filter not working

I upgraded my RT-N66U to latest Merlin release (380.64_2) and the firewall filter rules stopped working. Reset to default settings did not help. Both the "whitelist" and the "blacklist" option seem broken. No matter what I try I have not been able to stop my devices from accessing WAN. Is this a known bug?
Also what is the recommended way of configuring the firewall to block a few selected devices from accessing WAN?

From the GUI?

e.g. Network Map->Client Status; click the icon then select 'Block Internet access' ?
 
Thanks for the tip. But that does not work either.
The GUI says it's blocking the device, but it's not...

Yuo will need to check the DROP rules for the blocked MAC address.

Don't network services have to apply to specific ports? I think you should go to "Parental Controls" to control internet access for specific MAC addresses, a bit more secure than IP address. Personally never bothered trying to block tech savvy kids. Even with timed wireless shutdown they could use mobile phone internet...
 
Now it's working.
I removed the black list. Changed back to dynamic IP for all devices. Rebooted the router and blocked access for the selected devices using the method suggested by Martineau. Seems like blocking doesn't work unless all stars are aligned.
 
Network Service Firewall is already fixed in the current 380.65 beta.
