Firmware upgrade not working on Rt-ac1900p

I downloaded the latest firmware to my PC, but is there a way to put the .trx file on a USB stick and upgrade it that way? Or do I have start from scratch using the Firmware Restoration utility?
You don't need to put the trx file on a USB stick. Just go to Administration - Firmware Upgrade in the router's GUI and manually upload the firmware straight from your PC.

There is NO upload button for the main router, only for the AI Mesh router. The Admin Firmware upload page specifically says:
Note: A manual firmware update will only update selected AiMesh routers / nodes, when using the AiMesh system. Please make sure you are uploading the correct AiMesh firmware version to each applicable router / node.
Or is the RT-ac1900p an AI Mesh router, and I CAN use that upload button?

There should be an Upload link for each router/node. Upload the firmware file to each remote node. Then upload the firmware file to the root node/AiMesh router/AP.

Remove each remote node to reset it. Reset and configure the root node/router. Then add the remote nodes to rebuild the AiMesh.

Your primary router IS the AiMesh router.
