how do I control who connects and meter bandwidth up and down with time limits

I have 3 kids who have 3 devices that connect wirelessly. they each have a phone, tablet and a computer. my speed is 20 megs down and 2 megs up on bonded pair dsl. I tried the guest network but they just logged onto the computers and opened up you tube, Netflix, game servers, streaming music, etc..
I would like to find out how to limit the bandwidth and one device at a time so the are not maxing out my connection. I have two routers, a asus rt-ac68w and a t mobile cell spot with the latest ac-rt68u firmware.
any advice or set of instructions would be great as I really have no clue on what to do or how to do it so speak slow, OK :)
