I have strange problem, I can't access HTTPS websites at times, but when I disconnect a particular user from my network I can access the network again. How is this possible.

What is this particular user? The user could be using Cain & Abel to MITM attack you. When you try to access an HTTPS site, you get a warning about certificate credentials? If so, then you are being attacked by a ARP poisoning Man-in-the-middle(MITM).
