Is it possible to limit speed to certain sites.

I got really fast internet, at least in my opinion and for my uses, but I got a 100gb monthly data cap. People don't seem to care or they forget as they say to change to quality on youtube instead everyone watches videos in 1080p or 720p60 my brother is horrible for this and his 10mins or longer gaming videos he watches or others will sit for hours and watch. Now I know how to limit a device but I don't want to make everyone's net crawl when they try to download apps or something. I have Netflix set to SD but I can't find a way to limit speeds to certain sites like youtube or Facebook. Is there a way
