I have no idea why, but for some reason using something other than the default file name seems to punch the settings through better than a file saved with the default name.
For example when I was downgrading from 376.44 back to 374.43 I would reset the router, flash, reset again, then try to restore the settings from the CFG file. Despite these efforts, some settings (dhcp static list, port forwards, 5 GHz settings, vpn settings, others) were still borked. Trying to use the (saved with 374.43) settings from the file with the default file name was ineffective getting the settings right-
Settings_RT-N66U.CFG
When I used a saved file that I had changed the name on like so-
Settings_RT-N66U 374.43.CFG
The settings all took on the first shot. May be just dumb luck but if you are pulling your hair out trying to get your settings back you may want to try this. It worked for me for whatever reason, probably dumb luck.
