I was just wondering. Some packages in my local ISP offers a static IP configuration with 4 IP address.

If my package is 2mbps with 4 static IP, I assume that each IP will have full 2mbps without bottle necking each other.

If my assumption is right, would it be possible to use each static IP as WAN and load balance them in such a way that you will have 8mbps connection? How and what will I use?

This is usually not the case. Usually bandwidth cost is seperate from how many IP's your ISP gives you. So if yours is like most others, the 2Mbps is shared between any/all the IP's you decide to use.
 
No, 2Mbps shared between them. Of course you can call them and ask if that is the case, but I'd bet my bottom dollar they'll say 2Mbps shared.

Even if they say 2Mbps is not shared, you'd need a gateway that can support 4 WAN links, which would be expensive to say the least, as well as load balancing between WANs, which also would be expensive. Even if you had load balancing, it would 4x2Mbps, not 8Mbps, You'd have to bond the connection for it to be 8Mbps, which generally takes work on the telecom/ISP side of things and special equipment on your end (very pricey).
