OpenVPN server/client without WAN port connected

Hi everyone, I am trying to get a OpenVPN server/client pair working between 2 AC66U.
They both don't have the WAN port connected. I've used the static route to setup a 0.0.0.0 to an internet gateway on the LAN. They can connect to each other fine.

The issue is that, whenever the routers are rebooted, the openVPN server and client services would not auto-start. I suppose it is caused by the WAN port is down.
Is there a way to make sure the OpenVPn server and the client services are started when the routers are rebooted (ignoring the down status of the WAN port)?

Make sure you enable the "Start with WAN" settings on both.
 
On the server :
- there is no "start with WAN" option. I have enabled the "Server 1", however, after rebooted, it is still shown "Enabled" on the WebUI (ie green), but the service is actually down. I have to Disabled->Eanbled manually to get it working again.
- there is no log related to "openvpn" in the router start log, kind of like it is not started at all

On the client :
- since the WAN port is actually down, so the "start with WAN" option seems not working at all
- again in the router boot log, seems no entry related to "openvpn"
 
I had the same problems with a second router connected to the main router via LAN-port (lan to lan connection). On the second router there is a vpn client installed and even I ticked "start with wan" it didn't work. The wan was connected to the lan ports because I made an access point with the second router. It looks that the firmware is smart enough to recognize how the wan is connected.
So I had to give up my idea (I've lost too much time to find a working solution) and connected the second router via wan to the main router (lan).
Because of your post here I googled a little bit and without two minutes I found a thread here (via google).
Maybe this post here can help you with the problem on the client side.

If the WAN interface is down, then there's no point in starting either services, as they both require a WAN interface to work. A client cannot start if there's no Internet connection for it to connect to anything.
 
As mentioned in the OP, there is an internet connection via the LAN, via another router (using a 0.0.0.0 static route). The VPN is already working fine , just that the services would not auto restart at the reboot time due to there is no physical WAN connection on the router. I can manually start them to make the vpn connection though. So I am looking for a way to auto-start that services for the case that the router may need to do a power cycle by someone else, hence cannot manually restart the services.

Anyone know the console command to start the openVPN client1 and server1 please ? maybe I can put them in the event script to achieve that.
