peers' bandwidth in lockstep when torrenting

I have a gigabit connection with RCN and am running ASUSWRT-Merlin RT-N66U 380.65-2

Please view the attached pic, why would all the peers in a torrent swarm be downloading in lockstep bandwidth speeds? I am not even close to saturating my wireless speeds. Is there some sort of setting I should be fiddling with?

I save my downloads to a mapped network SMB drive on a synology NAS if that makes a diff.
