Problems with ssh daemon on a 4G-AC68U due to missing host keys

I have firmware 3.0.0.4.384_82230 on the router and it is failing to start the dropbear ssh server due to missing ssh host key files. Syslog states following error:

Mar 29 11:31:14 dropbear[21385]: Failed loading /etc/dropbear/dropbear_rsa_host_key
Mar 29 11:31:14 dropbear[21385]: Failed loading /etc/dropbear/dropbear_dss_host_key
Mar 29 11:31:14 dropbear[21385]: Failed loading /etc/dropbear/dropbear_ecdsa_host_key

I can start "dropbear -R" to get host keys generated on demand. However after reboot of the box the keys are vanished and dropbear fails again.
I am absolutely unknown to inner processes but want to mention that there exists the host keys in /jffs/.ssh. So I assume some error on population the environment not being copied for runtime.

PS: A second router with 3.0.0.4.384_32960 does not have this issue.
