QoS limiting

I have a roommate me and my wife let live here for free to get back on her feet. However, she uses all the internet speed. I've been looking at the QoS feature of this router. On user defined rules, would I just put in her IP and tell it how much kbps she can use? And set the priority to normal vs high? I want me and my wife's phones and PCs to remain normal. Just limit the roommates bandwidth just a little. The router is a RT-N16 using Merlin's build.

Yeah, you can turn on QoS, and limit her bandwidth based on her MAC address. Give as much as you want or as little. You can also limit what hours and days she can access the Internet with Parental Controls.
