QOS to limit speed of specific IP?

I'd like to know how to use qos to reduce the upload/download speed of specific devices on my network. I've tried doing several settings but it's not working. With my RT-N56 I was able to get this to work and was able to verify by running speedtest on the device that was throttled. Not working this time. Any online docs or suggestions? Thanks!
 
Nevermind. Had to delete the default rules first. It seemed as the router would give the most speed if there were conflicting rules. The default rules applied to all IP's....so although I specified slower speeds on my test device, it was defaulting to the faster speed. Once I removed the default rules, the rules I set worked as they should.
