I am seeing about 680Mb /sec connecting to my laptop @ 866mb.

In the settings it mentions something about 1733 connect speeds. So far everything I see connects at max 866.

Is there a setting on the device I need to use to get it to connect at 1733, or is it just adding up 2 connections bandwith
 
Its simple: your laptop (and other devices) are 2 stream 802.11ac clients with each stream carrying 433 Mbps, therefore 2 x 433 = 866Mbps.

To get the the full 1.7Gbps, you would need a 4 stream card, not sure if there are any for laptops but for a desktop pc, you can use the Asus PCE-AC88 which would give you the full 1.7gbps in optimal conditions.
