ok so this problem started a while ago when my xbox randomly grabbed a dif IP then the pre assigned DCHP IP, if i remember correctly it grabbed the same ip it was grabbing about 2 days ago, wich was 192.168.1.48, when i have it assigned to 192.168.1.101 and my pc is 192.168.1.100.
i thought since i am in the beta program for new xbox software i thought that caused the issue, i thought my xbox randomly decided to change it MAC (im now positive this wasnt the case) because that was the only explanation i had at the time as i had no idea it was a router error, i called xbox they didnt know why, i did some rebooting and at the time i think that fixed it (xbox and router reboot).
thought it was a 1 time thing i fixed, then 2 days ago my xbox randomly couldnt connect, said ip conflict when i troubleshooted it. went to my router page, showed my pc having 192.168.1.101, even tho its pre assigned 192.168.1.100, so i redid the rule to make sure it was right, turned the modem of for atleast 2 minutes, rebooted, computer showed up like 3 times on the router list, as 192.168.1.100, and 192.168.1.101 twice, and my xbox showed up as 192.168.1.101, still didnt work, said ip conflict, and would give my xbox another ip and give me moderate or strict nat, or not work, so i manually set the ip, subnet mask, and gateway on the xbox, so i would force the xbox to get 192.168.1.101 every time, turned router of for a few mins, plugged my computer into another router while i solve my xbox problem (sad i had to do this, i would hope i wouldnt have to unplug my pc to make my xbox work like it should), so the xbox connected with 192.168.1.101, then it didnt have open nat, (i guess upnp doesnt work with manually assigned xbox ip's, cause the router would never manually forward anything like it would before, so i manually setup 3074 to forward to my xbox, problem solved.
then i ran into another issue, today i turn my xbox on, its moderate nat, go look at port forwarding rules and this is what i see (192.168.1.102 is my brother xbox, it ALWAYS GETS open nat using port 19059 usually, upnp does that)

it decided to forward him 3074 even tho there are already rules for that port setup for my ip, how does this make any sense at all
