I can access my (http only) camera from outside my network with no problems.
Using <myprivetaname>.asuscomm.com

But is there anyway that the outside url can start with 'https://' to connect to my
camera on the inside that only responds to 'http://'

I can connect to my RT-AC68U router's user interface with 'https://' already.
 
You can't change the protocol used/required by the camera. But you *can* use a VPN (e.g., OpenVPN server) which will allow you to secure *all* access to your home/office network, even those based on non-secure protocols (http, ftp, telnet, etc.).
