RTS and Fragmentation

Forgive me if this is elementary, but doesn't the Fragmentation Threshold have to be less than the RTS value?

If so, why is there not an option to change the Fragmentation value in Merlin's firmware since there is one for the RTS value?

Ask Asus. Everything there is verbatim from their stock firmware, and I don't have the technical expertise to be able to tell if it's an issue or not.
 
In fact, there is code in the Web UI to allow setting fragmentation size. But it is conditional upon Wireless Mode being set to Legacy. It is explicitly hidden if the Mode is Auto or N only. Why? As RMerlin said, ask Asus. If it is important to you, you can bypass the GUI and view/tweak the fragmentation using the nvram command. On my N66U, wl0_rts=2347 and wl0_frag=2346.
