I recently setup a VPN on a RT-AC68U (with Merlin 380.57) and wanted the VPN on for only one device. Setting up the VPN went well, and I then changed setting to redirect traffic through policy rules and added just that one device.
It seemed to work - geolocated the device and it was on VPN, and my desktop was where it should be too. I thought everything was fine but then found a number of Android devices (at least it seems confined to Android) were connecting to the router but not getting internet. By adding them to the policy rules with WAN, they seemed to work? Adding rules for all my devices caused problems - my thermostat didn't like it?
So I don't get this? Is there something going on with Android specifically, vis-a-vis split tunneling?
As as side-note there appears to be a minor bug - the Description doesn't always seem to come across in the policy rules.
