startup procedure question?

If someone has the time could you please tell me what the correct startup procedure is for a modem/router setup? Do you connect all the ethernet cables before powering on? Do you then power up the modem and then the router? Or maybe power up both the modem and then the router and THEN connect the cables? Simple stuff but I've been fumbling through it different ways and just wanted to know. Documentation doesn't talk much about it. Thank you.:)

This is what I do and most likely recommended method as well

1. Make sure all respective cable are plugged properly.
2. Power up modem and it is recommended to wait 2 minute, this will allow modem to establish connection with provider.
3. Power up router
4. Enjoy
 
step 2, you can also check your modem should have steady adsl light or link light (cable modem). This show modem connection established with the provider.

While the general steps are fine for first time setup. most router firmware are mature enough to detect wan (from your modem), so most of the time they can be rebooted independently in normal maintenance.
