Streaming home movies from an external HD

I'm looking for a way to stream home video from my external HD (WD my book 4 TB) to either a Roku 4 or a Apple TV 4. The HD is hooked up to the usb 3.0 port on my Netgear R7000. I want to do this while the computer is off. I can use ITunes or VLC while the computer is on. I'm ok with buying something new as long as it isn't to expensive.

Have you looked at Plex server for your PC - Plex clients are available for both Roku and Apple TV4..

Thanks for the reply. I looked at Plex it requires your computer to be on as well.

yah, the server and client are free to use, and one was asking for a low-cost solution that worked across platforms...

WD makes a device, but I forget the name. Live TV or TV or something like that. About the same size as the older rokus.
