I came across this wikihow article today regarding testing ISP for bandwidth limiting:
http://www.wikihow.com/Test-for-Bandwidth-Limiting-by-Your-ISP
It is Method 2 that intrigued me.
Method 2 - Electronic Frontier Foundation Switzerland Network Testing Tool is in alpha release and is something that may be of value to some snbforum members. Be interesting to see how it evolves. EDIT: I went to the https://sourceforge.net/projects/switzerland/ site and noticed the Last Update: 2013-04-24. Makes me wonder if it is still being updated.
See the wikihow on how to access the tool or click https://www.eff.org/pages/switzerland-network-testing-tool
Short description follows:
Switzerland Network Testing Tool
Switzerland is currently in alpha release as a command line tool. In other words, right now it is aimed at relatively sophisticated users. However, because it's an open source effort, we anticipate making it easier to use over time.
Switzerland is designed to detect the modification or injection of packets of data traveling over IP networks, including those introduced by anti-P2P tools from Sandvine (widely believed to be used by Comcast to interfere with BitTorrent uploads) and AudibleMagic, advertising injection systems like FairEagle, censorship systems like the Great Firewall of China, and other systems that we don't know about yet.
