Throttling for slow bandwidth

Hello,

I'm a soldier deployed overseas and currently manage my units personal wifi. Our wifi is provided via a sat internet system, 5mb down and 1mb up and I'm trying to find the best way to throttle the service to ensure fair speed for everyone. I'm using an ac88u with the latest merlin have Qos turned on. The problem is that it will only let me limit to 1mb/s.

Is there a way to limit less than this?

We have 20 people sharing this connection and feel 1mb/s is touch too high. Also, any other recommendations to ensure the speed stays fair for everyone would be much appreciated.

I have a slow upload connection also and I use the bandwidth limiter on my RT AC3100 to limit certain users. The bandwidth limiter in the QOS allows a decimal point so I can put in .5 or .8 or any fraction of the channel. The firmware should be pretty similar to yours and I would try that to see if it works.
 
Also, consider using AdGaurd DNS. The last thing you need while out in the suck is ads. People will complain...frack em... Go for maximum effect with minimum management: Ad Blocking + blocking adult websites + safe search 176.103.130.132, and throw in 8.8.8.8 as the backup DNS.

With such a slow connection, I would consider implementing a proxy server, to potentially reduce the amount of traffic you use. Squid might prove quite useful there, especially if some sites are frequently visited by your users.

Any way to limit just downloads, ex: iTunes, amazon prime video? I want people to be able to download, just not suck up all the data.

Also, when I add the decimal values as described above and run a speed test, the results do not seem to correlate. Example: I put 1 in and the speed test shows the connection being throttled correctly if I add .5 in the test shows no throttling as if it does not recognise ".5".

Use the QOS bandwidth limiter. You can limit individual users by putting them in a table and giving each one their own limits. Not sure if you can limit individual applications.
 
Another thing; block access to to all app stores, and Windows Update. Allow Factime, Signal, FB Messenger & Viber. For android, you can download the apk's and sideload them to the respective devices as needed. IOS...IPA and DEB files can be a pain...get your team on an Android device!
