Saw this over in the TP-Link support forums...

What this package does - allows one to enable/disable powersave mode on the TP-Link homeplug adapters.

Can't confirm if this works - if you try this, need to attach to each node directly and apply the patch.

Grab both packages - the primary, along with the MS VC Redist package. Windows 10, you'll need to install the VC Redist package first, then switch powersave tool.

Note - must have the TP-Link powerline utility installed as this is a pre-req so that the tool can see the adapter.
 
It was one of the first things I tried to fix TP-Link homeplug dropouts. Many many years ago. It did not work for me, only constant pings work.
 
I should have mentioned that I tried this with the AV1200 P80830 kit...
 
I was having the same issue (dropouts ) and this utility solve the issue for me.
