Traditional QOS Upload and Download boxes reversed?

I was trying to set my upload and download to a much lower internet speed than I have now to see if I could get by, to eventually save some money.

Initially I entered 5 for upload and 25 for download, but on Speedtest I was limited on both to 5.

I went back in an reversed my settings to 25 upload and 5 download, and low and behold I get 25 down/ 5up.
