Transmission is downloading even VPN is down

Hi.
I installed the latest Merlin firmware and configured VPN.
Setup Redirect Internet traffic to Policy Rules (Strict), Block routed clients if tunnel goes down - YES.
Added my NAS to the list of devices with iface VPN. I want that all traffic from NAS goes through VPN tunnel.
When VPN is disconnected:
parshivets@parnas:~$ ping 8.8.8.8
PING 8.8.8.8 (8.8.8.8) 56(84) bytes of data.
From 192.168.1.1 icmp_seq=2 Packet filtered

But Transmission that is located on NAS is still able to download.
How can I fix this?
