What cause problem when install Entware?

Did you enable jffs custom scripts in Adminsitration -> System ?

Have you connected via SSH to see if the directories are there?

One other thought, I had to format a USB flash drive to Ext2 and then install to that device. Is that what you have done?

yes,but nothing under /jffs

How about reformatting jffs and starting again from scratch?
