What is TO in namebench? Timeout? Why do I have at least 1-2?

I'm benchmarking between Windows DNS and BIND on linux. I've noticed that, consistently, while BIND is 2-3 times slower on average, the Windows DNS usually has 1-2 "TO" values, while BIND has 0 (only once did it have a 1).

Does TO = Time Out? While we're at it, what does NX stand for?

Why would my Windows DNS timeout this often? Both are on my local network and both instances are running with identical specs on a single Hyper-V instance, so it's hard a hardware issue. I'm running the default namebench settings for just these two DNS servers.(not comparing against any other DNS servers)

Insight about the timeouts would be appreciated. Thanks.
