Where (country) does ASUS develop the firmware?

Must be Republic of China, commonly known as Taiwan.
 
Firmware development is done internally in Taiwan.

Downloads are hosted by Amazon, so the country may vary based on your location.
 
Is this stated publicly anywhere?
No, and I don't know any large corporation that publicly states this type of information because it's mostly irrelevant.

I know the firmware dev team is in Taiwan because I am in regular contact with them, and I have nearly a dozen Email addresses from their managers and engineers. As for the download location, a simple whois on the IP address of the download links indicates the IP is from Cloudfront, the Amazon-owned CDN that they use.

Along with HW design...

Manufacturing could be anywhere these days - Shenzhen over in the PRC used to be ground zero for most things, but Vietnam is more cost effective these days... India is also one for building stuff outside of the PRC, again, not for political reasons, but basically just the cost of building things..

The router they sent me this week was manufactured in Vietnam.
