With QoS no Internet using connected Computers

RT-AC68U running firmware (380.69, 380.68_4)
with Traditional QoS using fq_codel, OpenVPN Server, and OpenVPN Client

Cannot ping or connect to Internet from all connected Computers.
I can ping and connect to Internet when telnet into Router.
This started into 380.68_4 and is also in 380.69

To resolve problem, I reset router and did not use QoS.

Traditional QoS using fq_codel, and OpenVPN Client works, i.e. Computers can connect to the Internet.
But, once I add a OpenVPN Server into the mix, Computers can no longer connect to the Internet.
In both cases, I can ping and connect to Internet when telnet into Router.
